My guess is that is the strap that holds down the tarp that covers the loose gravel that the guy decided the sticker on the back of his truck was law and didn’t put the tarp on.

It’s the truckers job to secure his shit. I’m not a trucker, but I do pull trailers for work occasionally, and it’s my responsibility to make sure shit doesn’t come off. It’s my fault whether or not I loaded it or not, if something on there hits someone.

Your rage is contagious. That probably doesn’t help to ease the pain, but I just want to say that I can imagine . I’ve gotten at least three flat tires that were a direct result of co-workers not securing their loads (screws and nails), but thankfully none ever ruined a rim. If I had hit something like that hook... (you know what, it’s probably better that I don’t finish that sentence.)

True, but making trucks autonomous would simply leave the job up to the cargo handlers at each end and there’s no saying that they wouldn’t be just as careless and inconsiderate. Having humans involved is just a pain in general.
